The number of children and young people with education, health and care plans (EHCPs) has climbed above 700,000 for the first time, according to new figures that underline growing demand for special educational needs and disabilities (Send) support.
Between January 2025 and January 2026, the number of EHCPs increased by 12.5%, marking the largest annual rise since the plans were introduced more than a decade ago.
The data also points to a growing role for mainstream schools in supporting pupils with additional needs. Nearly half of all children and young people with an EHCP are now educated in mainstream settings, following a year-on-year increase of more than 15% in EHCP holders attending those schools.
The figures come as the government pursues reforms aimed at increasing inclusion and expanding specialist support within mainstream education.
Responding to the latest data, the Department for Education said the scale of growth reflected longstanding pressures within the Send system and highlighted the challenge facing policymakers.
